[Bug] IssueLabelBot no longer works

Describe the bug

• The document references https://github.com/marketplace/issue-label-bot but the owner shut it down:

The Issue label bot is no longer live. You can still view the code, but we have taken down the bot because of related infrastructure costs

If no similar bot is found, then I guess is not a big deal as the issue templates apply some labels depending on the issue selected. Anyways I'll do some research. Thanks!
