SSL Proxy and other header toggles don't indicate if they are enabled or disabled anymore

Description

SSL proxying, Map Local, Network Throttling and others no longer indicate if they are enabled or disabled anymore from the header section when using icons to toggle them

Steps to Reproduce

1. Ensure you have icons in header such as ssl proxy
2. Tap the SSL proxying toggle
3. Observe visually nothing happens
4. Check the tools > ssl proxying section
5. Observe it was toggled

Current Behavior

Toggle doesn't represent the state of the option in the header

Expected Behavior

Toggle should visually represent if SSL proxying etc is enabled or disabled
