App uses an outdated version of all-contributors-cli

Describe the bug
all-contributors-cli@6.26.1 is the latest version. But the app still uses an older ^6.23.0 range:

Expected behavior

Using the latest version would bring in all-contributors/cli#356 and all-contributors/cli#360, which change how .all-contributorsrc is formatted.

Additional context

This causes bugs such as JoshuaKGoldberg/create-typescript-app#2001 where npx all-contributors-cli formats the file differently from the app.

This seems like a priority task so that both run the same version of the code. @JoshuaKGoldberg i don't have the ability to merge things here yet but we will work on that. and also are happy if you'd like to join the team and help us get things synced and updated.

awesome!! @JoshuaKGoldberg i saw the email today. i'll respond soon. Right now i only have superpowers on the documentation repo (all-contributors.github.io) but I can maintain (but not add people) in the others. I will work with the project lead @Berkmann18 to get you added as a maintainer. And then we can come up with a plan for these repos!! 🚀

Essentially I could merge here but there are some pr rules that are broken (possibly the deployment is broken) that doesn't allow me to merge things here. I'll ping you over in a discussion in the documentation repo and we can go from there!!
