[FR] Allow defining a part of id

Currently tabs have ids like:

Imagine we have a new option (per-tab):

id_part: garden

Then the tab will get an id like

{SOME_PREFIX}id_part{SOME_NUMBER}

where SOME_NUMBER could be generated like it is already now, SOME_PREFIX could be mdc-tab (like it is already now).
Examples:

mdc-tab-garden-34
mdc-tab-34 #if id_part is not defined

This could be used in card-mod to address tabs.
Currently users have to use smth like nth-child(xxx) selectors.
With new ids it will be possible to use selectors like mwc-tab[id*='{{...}}'].

I would welcome the idea of a fixed extra id attribute, because currently we can Not use the available id='mdc-tab-123'

because they change upon each reload of the view.
