Skip creating "charts" folder for helmCharts?

Is it possible to skip creating the charts/ folder when using helmCharts?

Why is this needed?

helm template doesn't require chart to be downloaded. Why it's needed for kustomize?

Can you accomplish the motivating task without this feature, and if so, how?
