More components with javascript hooks/events

Some components already provide a way to interact with them through javascript. Especially for more optimistic ui's it would be great if more components would provide this as well as dispatching events. Most of the times Alpine can come to the rescue. But unfortunately this is not always possible due to attributes not (properly) being forwarded to the rendered html.

For example:

• Popover
  • to set position based on any element on the page
  • open/closed event
• Tabs
  • switch to tab
  • tabSwitched event
• Accordion
  • open a certain item
  • close all items
• Modal
  • open/closed/before close event.
    Before close would be useful to prevent dismissing while a form is dirty
• Tooltip
  • open/close the tooltip on a certain element

In the mean time I have created some $js actions for tabs, see #1966

Updated the request with a before close/dismiss event on models . Would be useful to prevent a modal from being closed while a form hasn't been saved.
