Subtitles seldom downloading.

Subtitles / Captions / VTT only downloading now and then, ongoing issue for weeks or more. They used to download nearly every time.

Setting: Downloads - Subtitles - Subtitles by Language - English.

Settings: mp4, mp4 360, mp4 720, all audio enabled, --ffmpeg-location set.
