create an empty post_footer.html which will be included in every post. -This allows anybody using the theme to override the footer in every post without messing with the rest of the theme.

An attempt at creating a minimal PR which allows adding a custom footer to posts (see also feature request: #87).
To make a custom footer a user would just have to create a file called "layouts/partials/post_footer.html", but wouldn't have to modify any files in "themes/hugo-theme-m10c".
