[release-1.34] chore: add a github action to guard go module drifts

What this PR does / why we need it:

Cherry pick of #9730: Some changes in go.mod may cause module drifts in other go module. For example, change azclient dependency in root module may affect module consistency for tests/ submodule. This PR adds a github action to guard module drifts across all modules.
