fix(pdns): ensure trailing dot for NS records

What does it do ?

Ensuring trailing dot in NS targets

Motivation

PowerDNS expect targets of NS records to have trailing dots. Otherwise it returns 422 status code.
External-dns on the other hand rejects DNSEndpoint with targets with trailing dot.
